2. 潜龙勿用,阳在下也。见龙在田,德施普也。终日乾乾,反复道也。或跃在渊,进无咎也。飞龙在天,大人造也。亢龙有悔,盈不可久也。用九,天德不可为首也。"
2. The潜 Dragon does not rise to action, as the Yang is below. When the Dragon appears in the field, its virtue is widely spread. Its whole day is filled with the spirit of diligence and constant progress. Sometimes it leaps into the deep waters, and it advances without fault. When the Dragon soars in the heavens, it signifies the creation of a great man. When the Dragon becomes overreaching, it regrets its actions, as it is not sustainable to be full. In the hexagram of using nine, the Heavenly Virtue should not be at the forefront."

This means that the way of heaven is vigorous and unceasing. Among the sixty-four hexagrams of the "Yi Jing," the Qian hexagram is ranked first, indicating that the "Yi Jing" emphasizes that the yang's strong power plays a dominant role in the contradictions that determine the development of things.

13. “透视社会依次有三个层面, 技术、 制度、和文化。小到一个人,大到一个国家一个民族任何一种命运归根到底都是那种文化属性的产物。强势文化造就强者, 弱势文化造就弱者,这是规律。也可以理解为天道,不以人得意志为转移。”

From the smallest unit of an individual to the largest entity of a nation or a people, any kind of destiny ultimately boils down to the product of its cultural attributes. Strong cultures foster the strong, while weak cultures breed the weak — this is a law. It can also be understood as the natural order, which is not swayed by human will."

Xunzi said, "When one stands on high ground and waves one's arms, the arms are not actually longer, but those who see it are far away. When one shouts with the wind at one's back, the voice is not actually louder, but those who hear it are more distinct. Those who use chariots and horses are not necessarily swift of foot, yet they can travel a thousand miles. Those who use boats and rafts are not necessarily good swimmers, yet they can cross rivers and great waters."

18. These four characters are quite abstract, and their essential characteristics are the autonomy and eternity of the movement and change of things. According to the principle of the ever-changing nature of all things, they are applicable to all people, events, and things with the characteristics of Qian (the Creative), so the ancients also interpreted them as the seasons of spring, summer, autumn, and winter in nature, or as the virtues of benevolence, propriety, righteousness, and faith (or wisdom) in the realm of moral sentiment. They signify auspiciousness and fortune, teaching people to adhere to the virtues of the way of heaven.

A gentleman embodies benevolence, which is enough to lead others; a harmonious gathering is enough to conform to propriety; what benefits others is enough to harmonize righteousness; steadfastness is enough to accomplish affairs. A gentleman who practices these four virtues is thus said: 'Qian, Yuan, Hen, Li, Zhen'."
23. 《周易》认为,天地无心而成化,故万物而不与圣人同忧,无思虑,无目的,尽管通过自然的运行“保合太和”,却不会有什么自觉的管理行为,管理行为是人类所特有的,必须设定一个价值取向和管理目标,自觉地经营谋划,合理安排。天地无心,人类有心,天地无为,人类有为,这是宇宙的自然史与人类的文明史的根本区别所在。管理之所以必要,是因为天能生物而不能辨物,地能载人而不能治人,天与人各有不同的分职。管理之所以可以,是因为人类可以推天道以明人事,顺应自然界的和谐规律来参赞天地之化育,促进事物的发展,在物资生产方面可以“首出庶物”,促进物产丰富,经济繁荣,在社会政治方面可以“万国咸宁”,促进政通人和,天下太平。

The I Ching believes that heaven and earth are without intention yet they bring about transformation, hence all things are not concerned with the worries of the sage, have no thoughts, no purpose. Although they maintain a state of "the supreme harmony" through the operation of nature, they do not engage in any conscious management behavior. Management behavior is unique to humans, and it requires the establishment of a value orientation and management goals, to consciously plan and arrange. Heaven and earth are without intention, but humans have intention; heaven is without action, but humans act. This is the fundamental difference between the natural history of the universe and the history of human civilization. The necessity of management arises because heaven can bring forth life but cannot distinguish between things, and earth can bear humans but cannot govern them; heaven and humans have different roles and responsibilities. The possibility of management exists because humans can understand human affairs by promoting the way of heaven, and by following the harmonious laws of nature, participate in and assist in the nurturing of heaven and earth, promoting the development of things. In terms of material production, humans can "emerge first among all things," promoting abundant wealth and economic prosperity. In terms of social and political aspects, humans can "ensure peace among all nations," promoting harmony between government and people, and bringing peace to the world.
