1. 名不可简而成也,誉不可巧而立也,君子以身戴行者也。

15. It is difficult to ride a good horse, but it can carry heavy loads to distant places; it is hard to command a talented person, but they can bring the ruler to prominence and earn respect.

16. 义人在上,天下必治。

16. Where there is a righteous person in power, the world will be in order.

17. 若使天下兼相爱,国与国不相攻,家与家不相乱,盗贼无有,君臣父子皆能孝慈,若此,则天下治。故圣人以治天下为事者,恶得不禁恶而劝爱?

If the world were to embrace universal love, where countries do not attack each other, families do not disturb each other, there are no thieves and robbers, and both rulers and subjects, as well as fathers and sons, can practice filial piety and kindness, then the world would be in order. Therefore, since the wise treat the governance of the world as their business, how can they not prohibit hatred and encourage love?

18. 吏不治则乱,农事缓则贫。

18. If officials do not govern properly, chaos will ensue; if agricultural work is delayed, poverty will result.

19. 节俭则昌,淫佚则亡。有能则举之,无能则下之。

19. Frugality brings prosperity, and indulgence leads to decline. Elevate those who are capable, and demote those who are not.

20. 古者有语:谋而不得,则以往知来,以见知隐。

20. There was an ancient saying: If one cannot plan, then one can learn from the past to know the future, and from the visible to understand the hidden.

21. 故官无常贵,民无终贱。有能则举之,无能则下之。

21. Hence, there is no permanent nobility among officials, nor is there any perpetual lowliness among the people. Those who are capable should be promoted, and those who are not capable should be demoted.

22. 国有贤良之士众,则国家之治厚;贤良之士寡,则国家之治薄。故大人之务,将在于众贤而已。

22. If there are many virtuous and wise individuals in the country, the governance of the nation will be strong; if there are few, the governance will be weak. Therefore, the duty of the wise and learned is to focus on fostering a multitude of virtuous individuals.

23. 心无备虑,不可以应卒。

23. Without careful preparation, one cannot cope with emergencies.

24. 官无常责而民无终贱。

24. The officials are not constantly reprimanded, and the people are not ultimately considered lowly.

25. 天之爱天下之百姓。

25. The love of heaven is for all the people of the world.

26. 故古者圣人之所以济事成功,垂名于后世者,无他故异物焉,曰:唯能以尚同为政者也。

26. Therefore, the ancient sages were able to accomplish their affairs and succeed, and leave a name for posterity. There is no other reason or extraordinary thing, but rather: it is those who are able to govern with equality.

27. 仁人之所以为事者,心兴天下之利,除去天下之害,以此为事者也。

27. The reason why benevolent people engage in affairs is to promote the interests of the world, and to eliminate the harms of the world, taking this as their cause.

28. 天欲义而恶不义。

28. Heaven desires righteousness and abhors unrighteousness.

29. 江河之水,非一源之水也;千镒之裘,非一狐之白也。

29. The waters of rivers and streams are not from a single source; the fur of a thousand ounces of a coat is not all from the white fur of a single fox.

30. 君子战虽有陈,而勇为本焉;丧虽有礼,而哀为本焉;士虽有学,而行为本焉。

30. A gentleman in battle may have formations, but bravery is the foundation; in mourning, although there are proper rituals, sorrow is the foundation; for scholars, although they may have knowledge, their actions are the foundation.

31. 慧者心辩而不繁说,多力而不伐功,此以名誉扬天下。

31. The wise man is discerning in speech and not verbose, strong in abilities but not boastful of his achievements. It is thus that he gains fame and renown throughout the world.

32. 利人乎即为,不利人乎即止。

32. Do good to others if it benefits them, and stop if it does not.

33. 王道荡荡,不偏不党;王道平平,不党不偏。其直若矢,其易若砥。君子之所履,小人之所视。

33. The way of the king is open and fair, without favoritism or bias; the way of the king is even and level, without favoritism or bias. It is as straight as an arrow, as smooth as the grindstone. It is the path that the gentleman walks on, and the one that the common people observe.

34. 列德而尚贤,虽在农与工肆之人,有能择举之。

34. Respect and value the virtuous, even among the farmers and laborers, there are those who are worthy to be chosen.

35. 虽天亦不辨贫富、贵贱、远迩、亲疏,贤者举而尚之,不肖者抑而废之。

35. Although heaven itself does not differentiate between the rich and the poor, the noble and the lowly, the distant and the close, it elevates the virtuous and suppresses the unworthy.

36. 夫爱人者,人亦从而爱之;利人者,人亦从而利之;恶人者,人亦从页恶之;害人者,人亦从而害之。

36. If one loves others, others will love them in return; if one does good to others, others will also benefit from it; if one dislikes others, others will also dislike them; if one harms others, others will also harm them in return.

37. 志不强者智不达,言不信者行不果。

37. A person who lacks determination is not wise, and a person who does not keep their word does not act decisively.

38. 库无备兵,虽有义不能征无义。

38. Without reserves, even with righteousness one cannot recruit the unrighteous.

39. 天下有义则治,无义则乱。

39. If there is righteousness in the world, there will be order; if there is no righteousness, there will be chaos.

40. 君子不镜于水而镜于人。

40. A gentleman does not take a mirror in water but in people.

41. 原浊着流不清,行不信者名必耗。

41. The original turbid stream does not become clear, and the name of those who act unfaithfully will surely fade.

42. 钓者之恭,非为鱼赐也;饵鼠以虫,非爱之也。
