For special construction projects, if the fire safety design review is not conducted or if the review is不合格, the construction unit and the construction contractor shall not commence construction; for other construction projects, if the construction unit does not provide the fire safety design drawings and technical materials required for construction, the relevant departments shall not issue construction permits or approve the construction start-up report.
