12. 抓生产发展促农民增收。一是发动村民种植烤烟近300亩，增加农民收入和村集体收入。为使农民更好地把握烤烟种植生产技术，我努力争取到领导支持，对132名烤烟种植户分3期进行技术培训，解决村民在烤烟种植生产过程中的难题。今年我村的烤烟产量达75万斤，收入约435万元。二是协助村干部指导村民做好沙田柚治理和病虫害防治工作。村“两委”班子十分注重果树栽肥和病虫害的防治工作，把上级农业部门发布的防治信息通过走门串户和张贴布告的方式及时告知种果户，由于工作做得及时，我村沙田柚产量比往年有所提高，预计可达150万斤左右，收入约1275万元，村民经济收入稳中有升。

It strengthened the delegates' rights to know and participate in major internal party affairs, enabling the delegates to actively participate in the mainstream of participating in politics and offering advice and suggestions, enhancing their sense of responsibility and mission.

This meeting not only summarized and reviewed the achievements and experiences gained since the first meeting of the 12th Standing Committee of the Communist Party of Zhalantun; it also determined the development strategy, struggle goals, and main tasks for the next period of economic and social development, and it conducted a relatively in-depth practice in regulating the powers of the annual meeting and enriching its content, thereby fulfilling the responsibilities of the highest leading organ of the Party.

47. 我旗是自治区党委组织部20XX年批准开展党代会常任制试点工作的三个旗县之一，经过三年多的认真探索和积累，使我旗党代会常任制工作从试点向全面推行方向发展奠定了良好的基础。这次党代会，是我旗实行党代会常任制后的第一次年会，旗委把年会筹备工作作为党建工作的重中之重来抓，确保了会议的如期举行。先后两次邀请自治区和盟委组织部门领导深入我旗调研指导常任制试点工作的基础上，就如何开好此次会议展开了认真细致的探讨，并借鉴先进地区的成功经验，在6月初，旗委召开专题会议，安排部署年会筹备工作，组建了强有力的筹备工作机构，抽调了相关部门干部专门负责会议筹备工作，确保这次会议的圆满成功。本次年会应参加会议的代表172人，实际参加会议的代表155人。会议由旗委全委会主持召开，不设大会主席团。

In early June, the banner committee held a special meeting to arrange and deploy the preparation work for the annual meeting, established a strong preparation work organization, and assigned relevant departmental officials to be responsible for the preparation work of the meeting, ensuring the complete success of this meeting. The meeting should have been attended by 172 delegates, with 155 actually attending. The meeting was presided over by the Standing Committee of the Banner Committee, and no presidium was set up.

48. 党代表通过走访了解到城区教学已有多媒体，而镇区学校却依然只能靠一根粉笔打天下，党代表将这个问题反映给镇党委及教育部门，通过多方协调，目前，八一希望小学和莲塘中学扩建及完善教学设备已提上日程。由于镇区没有幼儿园，很多家长为了孩子上学不得不在城区租房，导致村里只剩下老人，同时村里看病难也是迫切需要解决的一个问题，党代表们将群众呼声带给镇党委，镇里通过协调上级部门，20XX年将新建八一幼儿园和城郊卫生院。

Due to the absence of kindergartens in the rural areas, many parents have to rent houses in the urban area for their children to attend school, leaving only the elderly in the villages. The party representatives brought the voice of the people to the attention of the town party committee. Through coordination with higher-level departments, the town plans to build a new Bayi Kindergarten and a suburban hospital in 20XX.

49. 建设镇网和聂店村网，推进信息进程。11月初起，配合区科技局建立了镇网站和聂店村网站，为我镇开辟了对外宣传另一个主窗口。建网站时间紧，任务重，镇科技办的同志一道加班、加点，较为出色的完成了网站建设。截止日前我们在镇网上共发布信息312条，村网上共发布信息98条，报送区科技局信息77条。
