70. 司法所担负着指导管理人民调解，预防和调处矛盾纠纷的重要职责。新形势下人民内部的矛盾特别是基层涉法的矛盾纠纷越来越突出，调解处理不及时不得当往往容易引发群众性事件，对此我们利用政法综治中心平台，采取有针对性的措施，努力把人民内部矛盾化解在基层，化解在萌芽状态。根据上级文件精神要求，加大对村调解主任的考核力度，切实加强村级调委会组织建设，通过对个别村调委会组织的调整，使其更能适应新形势的要求，充分发挥调委会在调处矛盾纠纷中的主力军作用，努力化解各类矛盾纠纷。各村（居）调委会认真开展纠纷调解工作，牢固树立纠纷无小事的观念，调处好每一件纠纷，对调解不成的，告知双方依法办事，耐心平息心态，基本做到“小事不出村，大事不出镇”，没有因调处不当引发民转刑案件，调解成功的调解协议件件都已落实，无违法调解及协议被法院撤销的现象发生。半年来成功调解非正常死亡6起，制作调解协议书35份（不包括村级纠纷调解数）。

70. The legal affairs office undertakes the important responsibility of guiding and managing the people's mediation, as well as preventing and resolving disputes and contradictions. Under the new situation, internal contradictions among the people, especially grassroots legal disputes, are becoming increasingly prominent. Delayed or inappropriate mediation often easily triggers mass incidents. In response, we make use of the platform of the political and legal comprehensive governance center, take targeted measures, and strive to resolve internal contradictions at the grassroots level and in their embryonic stage. In accordance with the spirit of the higher-level documents and requirements, we have increased the assessment of village mediators, and strengthened the organizational construction of the village-level mediation committees. By adjusting the organization of individual village-level mediation committees, we make them better adapt to the requirements of the new situation, give full play to the vanguard role of the mediation committees in resolving disputes and contradictions, and strive to resolve various types of disputes and contradictions. The village (residential) mediation committees have conducted the work of dispute mediation seriously, firmly holding the view that disputes are not trivial matters. They have handled each dispute well, informed the parties of handling matters according to law, patiently calmed their minds, basically achieving the goal of "small matters not leaving the village, and major matters not leaving the town." There has been no case of criminal charges initiated from civil disputes due to inappropriate mediation, and all successfully mediated agreements have been implemented without any illegal mediation or agreements being revoked by the court. In the past six months, we have successfully mediated 6 non-normal death cases and prepared 35 mediation agreements (excluding the number of village-level dispute mediations).

73. 按照新时期、新形势、新任务对普法宣传教育工作的新要求，结合我镇实际，发挥法制宣传的优势，认真开展关于《劳动法》的法律法规的讲座，所长亲自带头到孟河中学给学生们上青少年应当学会依法自我保护课，并且邀请小河派出所副所长到小河中学给学生们上禁毒课，广泛开展社会治安，婚姻家庭、计划生育、义务教育、义务教育，土地管理等与群众自身生产、生活密切相关的法律法规教育，利用富民广场电子屏幕进行滚动式的法制宣传，开创了上下联动，互相呼应，丰富生动的法制宣传教育新局面，提高了群众的法律素质，使其知法、守法、依法维护自身的合法权益。同时我们利用柜窗、横幅、黑板报等形式进行法制宣传，坚持“法制教育工作从娃娃抓起”的方针，与相关部门配合加强对在校学生的法制教育。长期建立健全法制副校长制度，对青少年法制教育做到常抓不懈。

Additionally, we invited the deputy director of Xiaohé Police Station to give a class on drug prevention at Xiaohé Middle School. We have extensively carried out legal education related to social public security, marriage and family, family planning, compulsory education, land management, and other laws and regulations closely related to the public's production and life. We have used the electronic screen at the Fumin Square for rolling legal publicity, creating a new situation of interactive and dynamic legal publicity and education, which has improved the public's legal quality, enabling them to know the law, abide by the law, and protect their own legitimate rights and interests legally. At the same time, we have used forms such as display windows, banners, and blackboard newsletters for legal publicity, adhering to the policy of "starting legal education from children." We have coordinated with relevant departments to strengthen legal education for students in school. We have established and improved the system of legal deputy principals over the long term, ensuring continuous efforts in legal education for teenagers.

76. 三是抓各项制度网络建没。我们在镇、村、社三级调解组织网络已健全完备的基础上，制定完善了学习培训、考核奖惩、目标责任、请示报告、内部管理、公开承诺、廉洁自律以及例会、统计、档案管理等18个制度，并悬挂上墙，真正实现了靠制度管人、管事，有效规范了行政行为。同时建立了六个制度一个台，即：村(居)目标责任考核制度(年初签订了责任书);调解人员培训制度(每半年一次);矛盾纠纷排查报告制度(每月x日);矛盾纠纷调处督办制度(用文书形式通知到单位);矛盾纠纷及不稳定因素调处联合办公制度(由政府组织、司法所牵头、召集公安、村建、国土、群工、计生、民政、农口等部门和单位参与);矛盾纠纷及不稳定因素排查、调处情况汇报制度(每月x日前书面报党政主要领导和分管领导);矛盾纠纷调处台账(己上微机管理)。

On the basis of a sound and complete three-level mediation organization network at the town, village, and community levels, we have formulated and improved 18 systems including study and training, assessment and reward, target responsibility, request and report, internal management, public commitment, self-discipline against corruption, as well as regular meetings, statistics, and file management, and hung them on the wall. This has truly realized the management of people and affairs through systems, effectively standardized administrative behavior. At the same time, we have established six systems and one platform, namely: the village (residential) target responsibility assessment system (a responsibility letter was signed at the beginning of the year); the mediation personnel training system (once every half year); the investigation and report system for disputes and contradictions (on the xth day of each month); the supervision and management system for the resolution of disputes and contradictions (notified to the unit in written form); the joint office system for the resolution of disputes and contradictions as well as unstable factors (organized by the government, with the legal affairs office taking the lead, and involving the participation of departments and units such as public security, village construction, land and resources, mass work, family planning, civil affairs, and agriculture); the report system for the investigation and resolution of disputes and contradictions as well as unstable factors (submitted in writing to the main leaders of the Party and government and the responsible leaders before the xth day of each month); and the record book for the resolution of disputes and contradictions (already managed by computer).

77. 我乡调解工作认真贯彻上级业务部门的工作部署，紧紧围绕乡中心任务，以发现早、控制得住、处置好为目标，提高调解成功率，积极化解矛盾纠纷。为了更深入的落实人民调解工作，推进调解工作体制建设，司法所与乡综治办、派出所形成联动机制，不断深入村组，加强指导，确保了人民调解工作有效开展。上半年共调解各类民事纠纷14起，接待群众来访56余人次，调解成功率达86%，未发生因矛盾纠纷调解不及时而引发的非正常死亡及民转刑案件。

Our village's mediation work earnestly implements the work deployment of the superior business departments, closely revolves around the central tasks of the village, aims at early discovery, controllable control, and good handling, to improve the success rate of mediation and actively resolve disputes and contradictions. In order to further implement the people's mediation work and promote the construction of the mediation work system, the judicial office, the comprehensive management office of the village, and the police station have formed an联动 mechanism, continuously deepen into the villages and groups, strengthen guidance, and ensure the effective implementation of the people's mediation work. In the first half of the year, a total of 14 types of civil disputes were mediated, with over 56 visits from the public, a mediation success rate of 86%, and no abnormal deaths or civil cases transferred to criminal cases due to the failure to mediate disputes in a timely manner.

79. 今年上半年，孟河镇司法所在镇党委、政府和区司法局的正确领导下，以邓小平理论和“三个代表”重要思想为指导，认真落实科学发展观，深入开展“发扬传统、坚定信念，执法为民”主题教育实践活动。今年恰逢中国***成立90周年和实施“xx”规划的开局之年，也是落实“xx”普法规划的第一年，因此我所紧紧贯彻镇第二次党代会精神，强化基层基础，落实责任措施，在维护一方社会稳定较好地发挥了“第一道防线”的作用，紧紧围绕党委政府中心工作，按照“上为党委政府分忧，下为人民群众解难”原则，为实现建设“和谐孟河”的目标奠定了坚实的基础，现将上半年工作总结如下：

80. 社区矫正工作政策性强，管理难度大，面对这项全新的工作，我所将有专职人员按照上级要求做好社区矫正对象的各项工作，同时工作人员还积极参加上级组织的矫正工作交流与学习，以吸取别人对社区矫正工作好的做法和经验，遇有拿不准或无法解决的事情坚持做到不擅自作主，而是向上级请示汇报后再行处理解决。上半年来，我所累计接收社区矫正对象10人，解教5人，目前在册社区矫正对象5人，

80. The policy-oriented community correction work is challenging to manage. In the face of this brand-new task, our office will have dedicated personnel to carry out all the work related to community correction subjects as required by higher authorities. At the same time, the staff actively participates in correction work exchanges and learning organized by higher authorities to absorb good practices and experiences from others. In the first half of the year, our office has received a total of 10 community correction subjects, 5 have been released, and currently, there are 5 community correction subjects on record.
